Food Systems, Resilience, and Their Implications for Public Action

Abstract Linking the concepts of food systems and resilience offers opportunity to strengthen our understanding these concepts, potential they hold for more informed policy discussions, design implementation interventions that will better deliver on security outcomes. This chapter outlines how twin can be linked conceptually empirically. It argues while we know much about certain elements system, specifically production consumption, processing distribution components system are weak. For example, market structure in sector integration contribute resilience, but rarely measured at a country level. makes efforts measure system-level challenging. Understanding what make resilient has important implications intervention design. Building requires policymakers grapple with trade-offs tensions such as those between benefits diversification versus gains from specialization; openness trade reduces vulnerability domestic shocks exposing it external shocks.
